Mouhamadou Makhtar Cissé, Ministre du Pétrole et de l’Energie, a fait face hier à la presse pour expliquer comment sera mise en œuvre la mesure présidentielle de prise en charge de la tranche sociale des factures d’électricité. Ci-dessous ses explications.
«La tranche sociale, pour faire simple, ce sont tous ceux qui sont dans la tranche inférieure ou égale à 250 kwh. 975 522 ménages pourront bénéficier de ce geste de haute portée du président de la République pour un bimestre. Dans les modalités de mise en œuvre, nous demanderons à la Senelec de revenir par un communiqué détaillé mais également d’utiliser toute autre forme de communication pour toucher l’ensemble des cibles.
Le système choisi
Les concernés sont les premiers intéressés, c’est la tranche sociale, mais tous les Sénégalais sont concernés pour mesurer l’ampleur de cette mesure prise par le président de la République. La Senelec a deux types de clients: des clients en post paiement, qui sont concernés suivant une modalité qui sera à définir, et les clients qui sont en prépaiement qui ont le Woyofal, aussi. L’ensemble de ces catégories seront traitées différemment puisque le mode de paiement est différent, mais l’impact financier sera le même. Le président a décidé que la mesure soit à effet immédiat. Ceux qui ont déjà payé pourront en avoir, ceux qui n’ont pas encore payé pourront bénéficier d’une mise à disposition d’un montant qui correspond à leur consommation dans cette tranche sociale de 250 kwh.

Les clients en prépaiement à Woyofal, nous ont souvent interpellés depuis deux jours sur cette question. Naturellement on ne peut plus revenir sur ce qui a été payé parce que c’est en prépaiement, il suffira de leur positionner le montant qui correspondra à cette consommation pour qu’ils ait un avoir et puissent en bénéficier les mois à venir. Donc dès ce mois d’avril les factures à échéance, qui ne sont pas payées seront prises en charge, ceux qui ont payé auront un avoir dans la comptabilité de Senelec et le système informatique de Senelec permet de retracer tout cela pour que chaque bénéficiaire puisse mesurer l’impact de cette mesure présidentielle.»
